China Banking Regulatory Commission (CBRC; Chinese: 中国银行业监督管理委员会) was the national banking regulator of the People's Republic of China from 2003 to 2018. Operating under the State Council of the People's Republic of China, the Commission was responsible for the prudential supervision and regulation of China's banking sector, including commercial banks, policy banks, rural financial institutions, foreign banks, trust companies, and other banking organizations. Its primary responsibilities included maintaining financial stability, strengthening banking supervision, protecting depositors, promoting sound corporate governance, and reducing systemic financial risks.

The China Banking Regulatory Commission was established during a period of significant financial reform aimed at strengthening China's rapidly expanding banking system. Prior to its establishment, banking supervision had been performed by the People's Bank of China, which also served as the country's central bank. The creation of the CBRC separated prudential banking supervision from monetary policy, allowing each institution to focus on its respective responsibilities.

Throughout its existence, the Commission played a central role in modernizing China's banking regulatory framework, improving risk management, strengthening capital adequacy requirements, supervising banking institutions, and supporting the development of one of the world's largest banking systems. It also introduced reforms intended to improve transparency, governance, and financial resilience as China's banking sector became increasingly integrated with global financial markets.

In 2018, the China Banking Regulatory Commission merged with the China Insurance Regulatory Commission (CIRC) to form the China Banking and Insurance Regulatory Commission (CBIRC), creating a unified prudential regulator for China's banking and insurance industries.

History
China's banking system underwent significant transformation during the country's economic reforms that began in the late 1970s. As commercial banking activities expanded and financial markets became increasingly complex, policymakers recognized the need to separate prudential supervision from central banking functions.

Until 2003, the People's Bank of China was responsible for both monetary policy and banking regulation. The rapid growth of the banking industry, increasing credit activity, and expanding financial institutions highlighted the need for a specialized supervisory authority.

In April 2003, the China Banking Regulatory Commission was established under the State Council of the People's Republic of China. The new Commission assumed responsibility for banking supervision, licensing, prudential regulation, and risk management, while the People's Bank of China continued to focus primarily on monetary policy and financial stability.

Over the following fifteen years, the Commission strengthened prudential supervision, introduced international regulatory standards, promoted banking sector reforms, supervised foreign bank participation, and enhanced corporate governance within China's financial institutions.

In March 2018, the National People's Congress approved reforms that merged the CBRC with the China Insurance Regulatory Commission, creating the China Banking and Insurance Regulatory Commission as China's unified prudential financial regulator.
