China Banking and Insurance Regulatory Commission (CBIRC; Chinese: 中国银行保险监督管理委员会) was the principal banking and insurance regulator of the People's Republic of China from 2018 to 2023. Operating under the State Council of the People's Republic of China, the Commission was responsible for the prudential supervision of commercial banks, policy banks, insurance companies, trust companies, financial asset management companies, consumer finance companies, and other banking and insurance institutions. Its primary objectives were to maintain financial stability, strengthen risk management, protect financial consumers, and promote the sound development of China's banking and insurance industries.

The China Banking and Insurance Regulatory Commission was established through the merger of the China Banking Regulatory Commission (CBRC) and the China Insurance Regulatory Commission (CIRC) as part of a broader restructuring of China's financial regulatory system. The consolidation reflected the increasing integration of banking and insurance markets and was intended to strengthen regulatory coordination, improve prudential supervision, and reduce systemic financial risks.

Throughout its existence, the CBIRC supervised one of the world's largest banking systems and one of the fastest-growing insurance markets. It developed prudential standards, licensed financial institutions, conducted supervisory inspections, monitored financial risks, and enforced regulatory requirements across China's banking and insurance sectors.

In 2023, the Commission was replaced by the National Financial Regulatory Administration (NFRA), which assumed its supervisory responsibilities while also taking over certain financial regulatory functions previously exercised by the People's Bank of China.

History
Prior to 2018, China's banking and insurance industries were supervised by separate regulatory agencies. The China Banking Regulatory Commission, established in 2003, regulated banking institutions, while the China Insurance Regulatory Commission, established in 1998, supervised the insurance industry.

As China's financial institutions became increasingly diversified and interconnected, policymakers recognized the need for a more integrated regulatory framework capable of supervising financial groups operating across multiple sectors.

In March 2018, the National People's Congress approved a restructuring of the State Council that merged the two agencies into the China Banking and Insurance Regulatory Commission. The newly created Commission formally commenced operations in April 2018, assuming responsibility for prudential supervision of both banking and insurance institutions.

The Commission remained China's principal prudential financial regulator until 2023, when further institutional reforms resulted in the establishment of the National Financial Regulatory Administration, which succeeded the CBIRC and expanded its supervisory mandate.

Legacy
Although the China Banking and Insurance Regulatory Commission existed for only five years, it played an important role in integrating the prudential supervision of China's banking and insurance industries. The Commission strengthened oversight of financial conglomerates, improved regulatory coordination, and enhanced risk management during a period of rapid financial sector development.

Its regulatory framework and supervisory experience formed the foundation for the establishment of the National Financial Regulatory Administration, which inherited and expanded many of its responsibilities.

Impact
The China Banking and Insurance Regulatory Commission represented an important stage in the modernization of China's financial regulatory system. By consolidating banking and insurance supervision within a single prudential authority, it strengthened regulatory consistency, improved oversight of increasingly interconnected financial institutions, and contributed to the resilience of China's financial system. Its transition to the National Financial Regulatory Administration in 2023 marked the continuation of China's broader efforts to modernize financial governance and strengthen regulatory effectiveness.
