The Makkah Alliance for Defense (also known as the Makkah Defense Alliance or Mecca Joint Defence Agreement) is a collective-defence framework established by Saudi Arabia, Pakistan and Türkiye through the Makkah Joint Defence Agreement, signed on 7 August 2026 in Makkah, Saudi Arabia. The agreement provides for collective defence, strategic consultation and expanded military cooperation among the three countries.

The agreement stipulates that an armed attack against any one of the participating states shall be regarded as an attack against all three. It also provides a framework for strengthening military coordination, defence-industrial cooperation and collective deterrence.

Background
Saudi Arabia, Pakistan and Türkiye have maintained bilateral relationships involving defence cooperation, military training, diplomatic coordination and security consultations. The Makkah Joint Defence Agreement formalized a trilateral framework for collective defence and broader strategic cooperation.

The agreement was signed during a summit in Makkah attended by Saudi Crown Prince and Prime Minister Mohammed bin Salman, Turkish President Recep Tayyip Erdoğan and Pakistani Prime Minister Shehbaz Sharif.

The initiative emerged amid regional security concerns and efforts by the three countries to strengthen coordination on defence and strategic affairs.

Founding members
The founding members of the Makkah Alliance for Defense are:

* Saudi Arabia
* Pakistan
* Türkiye

The three countries bring different geographic positions and military capabilities to the arrangement. Saudi Arabia occupies a strategic position in the Arabian Peninsula and the Persian Gulf region, Pakistan is a nuclear-armed state in South Asia, and Türkiye is a member of the North Atlantic Treaty Organization (NATO) with military and industrial capabilities spanning Europe and the Middle East.

Objectives
The alliance's principal objectives include:

* establishing a framework for collective defence;
* strengthening deterrence against armed attacks;
* improving military coordination and interoperability;
* expanding defence-industrial cooperation;
* facilitating cooperation in defence technology;
* supporting strategic consultation among member states; and
* enhancing regional security and stability.

The agreement also provides a framework for cooperation on military capabilities and related defence requirements.

Collective defence
The central provision of the Makkah Joint Defence Agreement is its collective-defence commitment. An armed attack against one participating state is to be regarded as an attack against all three.

The arrangement establishes a common political and strategic commitment to the security of the participating countries. The implementation of the commitment remains subject to the agreement's provisions, approved arrangements and the national legislation of the member states.

A simplified representation is:

<math>
\mathrm{Attack\ on\ One\ Member}
\rightarrow
\mathrm{Collective\ Security\ Commitment}
\rightarrow
\mathrm{Coordinated\ Response}
</math>

The precise operational procedures, decision-making requirements and scope of military obligations depend on the agreement and its implementing arrangements.

Institutional structure
The alliance uses a Strategic Political and Defence Committee to coordinate consultations and oversee the development of its institutional arrangements.

The committee brings together representatives of the participating states to discuss security developments, defence cooperation and the implementation of collective-defence commitments.

At an emergency meeting in Riyadh on 5 October 2026, the committee decided to advance practical implementation of the agreement and appointed retired Pakistani Lieutenant General Nauman Mahmood as the alliance's first secretary-general for a three-year term.

The alliance's institutional development includes the establishment of a secretariat and mechanisms for continued political, military and technical coordination.

Military cooperation
The agreement provides a framework for cooperation between the armed forces of the three countries. Areas of cooperation include military consultation, readiness, interoperability, capability development and the coordination of agreed defence measures.

The participating states possess different military structures, equipment inventories and operational requirements. Effective cooperation therefore depends on compatible communications, planning procedures, logistics and nationally authorized deployment arrangements.

A simplified cooperation framework is:

<math>
\mathrm{National\ Capabilities}
\rightarrow
\mathrm{Coordination}
\rightarrow
\mathrm{Interoperability}
\rightarrow
\mathrm{Collective\ Defence}
</math>

The agreement does not, by itself, establish that all national military assets are automatically placed under a unified command.

Defence-industrial cooperation
Defence-industrial cooperation is another component of the alliance's mandate. The participating countries have different defence manufacturing capabilities and procurement requirements, creating potential areas for cooperation in equipment production, technology development, maintenance and supply-chain resilience.

Potential areas of cooperation include:

* joint research and development;
* defence equipment production;
* maintenance and logistical support;
* technology exchange under applicable national rules;
* training and technical collaboration; and
* coordination of defence procurement requirements.

The scope and implementation of specific trilateral industrial programmes depend on arrangements developed by the participating states.

Regional security significance
The Makkah Alliance for Defense links three countries located across South Asia, the Arabian Peninsula and Anatolia. Its geographic reach connects security interests in the Gulf region with those of South Asia and the eastern Mediterranean.

The alliance's collective-defence provision represents a formal commitment to coordinated security among the founding members. Its broader significance depends on the development of institutional mechanisms, the availability of agreed military capabilities and the willingness of member governments to implement their commitments.

The alliance also raises questions concerning regional deterrence, military interoperability and the relationship between new defence arrangements and existing international security commitments.

Relationship with NATO
Türkiye's participation in the Makkah Alliance for Defense exists alongside its membership in NATO. The two arrangements have distinct institutional foundations and membership structures.

The Makkah Joint Defence Agreement does not, by itself, replace Türkiye's existing NATO obligations. The practical relationship between the arrangements depends on their respective treaty provisions, national decisions and the circumstances of any security crisis.

Implementation
The alliance moved into an initial implementation phase following the signing of the agreement in August 2026.

On 31 August 2026, the inaugural meeting of the Strategic Political and Defence Committee advanced institutional development. The emergency committee meeting held in Riyadh on 5 October 2026 subsequently called for practical implementation of collective-defence commitments and measures to deploy agreed military forces and capabilities in Saudi Arabia.

Implementation is subject to approved arrangements and the national legislation of the participating states. The development of permanent coordination mechanisms and the clarification of operational procedures remain important aspects of the alliance's institutional evolution.

Limitations and outstanding questions
The establishment of a collective-defence agreement does not necessarily imply the immediate creation of a fully integrated military command.

Important questions concerning the alliance include:

* the detailed procedures for determining when the collective-defence commitment applies;
* the national authorization required for military deployments;
* the command arrangements governing jointly deployed forces;
* the division of responsibilities during a security crisis;
* the interoperability of military equipment and communications;
* the funding and sustainment of joint operations; and
* the development of permanent institutional and defence-industrial mechanisms.

The alliance's practical effectiveness depends on how these matters are addressed through subsequent agreements, institutional development and cooperation among the member states.
