Monetary Policy Committee (MPC) is the statutory committee of the Bank of Mauritius responsible for determining monetary policy in Mauritius. Established under the Bank of Mauritius Act 2004, the Committee formulates monetary policy with the primary objective of maintaining price stability while supporting balanced and sustainable economic development. The MPC determines the Key Rate, the principal policy interest rate of the Bank of Mauritius, after assessing domestic and international economic conditions, inflation, financial market developments, exchange rate movements, fiscal policy, and risks to the Mauritian economy. Through its policy decisions, the Committee influences borrowing costs, liquidity conditions, credit growth, inflation expectations, and overall macroeconomic stability.

History
The Monetary Policy Committee was established following the enactment of the Bank of Mauritius Act 2004, which introduced a committee-based framework for monetary policymaking. Prior to these reforms, monetary policy decisions were made primarily by the Governor of the Bank of Mauritius in consultation with senior officials of the central bank.

The establishment of the Committee aligned Mauritius's monetary policy framework with international central banking practices by introducing collective decision-making, greater transparency, and institutional accountability. Since its first meeting, the MPC has periodically reviewed economic conditions and adjusted monetary policy in response to developments affecting inflation, economic growth, financial stability, and international financial markets.

Legal framework
The Monetary Policy Committee derives its authority principally from the Bank of Mauritius Act 2004, which establishes its composition, functions, voting procedures, and statutory responsibilities. The Act provides the legal basis for monetary policy implementation by the Bank of Mauritius and assigns the Committee responsibility for determining the Bank's policy interest rate.

The Committee operates independently in carrying out its statutory mandate while remaining accountable under the legislative framework governing the Bank of Mauritius.

Composition
The Monetary Policy Committee is chaired by the Governor of the Bank of Mauritius. Membership includes senior officials of the Bank together with external members appointed for their expertise in economics, finance, banking, business, or related disciplines.

Each member has one vote, and decisions are reached by majority. In the event of a tie, the Governor exercises a casting vote. The Committee's composition is intended to combine institutional knowledge from the central bank with independent external perspectives on monetary policy.

Functions and responsibilities
The Monetary Policy Committee is responsible for determining the monetary policy stance necessary to achieve the objectives established under the Bank of Mauritius Act.

Its principal responsibilities include:

* determining the Key Rate
* maintaining price stability
* assessing inflation and inflation expectations
* reviewing domestic and global economic conditions
* evaluating financial market developments
* monitoring exchange rate movements
* assessing monetary and credit conditions
* supporting financial stability
* communicating monetary policy decisions

The Committee also considers economic forecasts and analytical reports prepared by the Bank of Mauritius before reaching policy decisions.

Monetary policy process
The Committee meets periodically according to a schedule determined by the Bank of Mauritius. Prior to each meeting, economists and research departments of the Bank prepare comprehensive assessments covering inflation, gross domestic product growth, employment, international trade, fiscal developments, commodity prices, exchange rates, financial markets, and external economic conditions.

Committee members review these analyses before deliberating on the appropriate monetary policy stance. Following each meeting, the Bank publishes a monetary policy statement explaining the Committee's decision and the principal economic considerations supporting its policy stance.

Policy instruments
The principal policy instrument determined by the Monetary Policy Committee is the Key Rate, which serves as the benchmark interest rate for the Mauritian financial system. Changes in the Key Rate influence commercial bank lending rates, deposit rates, household borrowing, business investment, and aggregate demand.

In implementing the Committee's decisions, the Bank of Mauritius also employs other monetary policy instruments, including:

* open market operations
* reserve requirements
* liquidity management operations
* standing lending facilities
* standing deposit facilities
* foreign exchange market operations

These instruments support the transmission of monetary policy throughout the banking system.

Transparency and communication
The Monetary Policy Committee promotes transparency by publishing monetary policy statements after each meeting. These statements summarize the Committee's assessment of inflation, domestic economic conditions, international developments, and financial markets, together with the reasons supporting the policy decision.

The Bank of Mauritius also publishes economic reports, statistical releases, and research publications intended to improve public understanding of monetary policy and the country's macroeconomic outlook.

Challenges
The Committee operates within a small open economy that is significantly influenced by international developments. Monetary policy decisions are affected by fluctuations in global commodity prices, external demand, tourism, exchange rates, international financial markets, and capital flows. The Committee must also balance the objective of maintaining price stability with supporting economic growth, employment, financial stability, and external competitiveness.

Unexpected external shocks, including global financial crises, pandemics, geopolitical events, and climate-related risks, may complicate monetary policy implementation by affecting inflation, trade, and investment.

Impact
Since its establishment, the Monetary Policy Committee has become the principal institution responsible for monetary policy decisions in Mauritius. Through its determination of the Key Rate and assessment of macroeconomic conditions, the Committee influences inflation, credit conditions, investment, financial markets, and economic activity. The committee-based framework has strengthened transparency, institutional accountability, and predictability in monetary policymaking while supporting the Bank of Mauritius in maintaining monetary and financial stability.
