The Commission on the Limits of the Continental Shelf (CLCS) is a scientific and technical body established under the United Nations Convention on the Law of the Sea (UNCLOS) to examine submissions by coastal states concerning the outer limits of their continental shelves beyond 200 nautical miles. Constituted in 1997 following the entry into force of UNCLOS, the Commission assists in implementing Part VI of the Convention by evaluating the scientific and technical evidence submitted by states in support of claims to extended continental shelf areas. The CLCS operates under the auspices of the United Nations and is serviced by the Division for Ocean Affairs and the Law of the Sea (DOALOS) within the United Nations Secretariat. Its meetings are held at United Nations Headquarters in New York City.

The Commission is composed of 21 experts in the fields of geology, geophysics, hydrography, and related Earth sciences who are elected by the States Parties to UNCLOS for five-year terms. Its principal responsibility is to examine submissions made by coastal states seeking to establish the outer limits of their continental shelves beyond 200 nautical miles, in accordance with Article 76 of the Convention. After reviewing the scientific and technical data, the Commission issues recommendations concerning the proposed limits. Where a coastal state establishes its outer continental shelf limits on the basis of these recommendations, those limits are considered final and binding under UNCLOS. The Commission does not adjudicate disputes concerning maritime boundaries or questions of sovereignty between states.

In addition to examining continental shelf submissions, the CLCS develops scientific and technical guidelines for the preparation and assessment of submissions, contributing to the consistent application of Article 76 of UNCLOS. The Commission considers geological, geomorphological, geophysical, and bathymetric evidence relating to the natural prolongation of the continental margin, sediment thickness, and the location of the foot of the continental slope. Its work plays an important role in determining the extent of coastal states' sovereign rights over seabed resources, including oil, natural gas, and mineral deposits, while promoting legal certainty and scientific consistency in the delineation of maritime zones.

The Commission on the Limits of the Continental Shelf works closely with institutions including the United Nations, the International Tribunal for the Law of the Sea (ITLOS), the International Court of Justice (ICJ), the International Seabed Authority (ISA), the Division for Ocean Affairs and the Law of the Sea (DOALOS), and the International Hydrographic Organization (IHO). It also cooperates with coastal states, geological surveys, hydrographic agencies, and scientific institutions worldwide. Through scientific evaluation, technical guidance, and the implementation of the United Nations Convention on the Law of the Sea, the CLCS plays a central role in the international legal framework governing continental shelf delimitation and the management of seabed resources beyond national jurisdiction.
