The International Hydrographic Organization (IHO) is an intergovernmental organization that promotes the uniformity of hydrographic surveys, nautical charting, maritime navigation, and the collection and dissemination of hydrographic information worldwide. Established in 1921 as the International Hydrographic Bureau (IHB), the organization adopted its current name in 1970 following the entry into force of the Convention on the International Hydrographic Organization. Headquartered in Monaco, the IHO provides a framework for cooperation among national hydrographic offices to improve the safety of navigation, support marine environmental protection, facilitate maritime commerce, and contribute to the sustainable use of the world's oceans.

The International Hydrographic Organization develops international standards, specifications, and guidelines for hydrographic surveying, electronic navigational charts (ENCs), nautical publications, geospatial data, and marine cartography. Its principal responsibilities include coordinating hydrographic surveys, promoting standardized chart production, supporting the modernization of marine navigation systems, encouraging the sharing of hydrographic data, and improving global seabed mapping. The IHO also develops standards for the S-100 Universal Hydrographic Data Model, electronic chart specifications, marine geospatial information, and digital navigation services used by hydrographic offices, shipping companies, and maritime authorities around the world.

In addition to technical standardization, the IHO promotes capacity building, scientific cooperation, and technological innovation in hydrography and ocean mapping. The organization supports international initiatives relating to bathymetric mapping, marine spatial data infrastructure, autonomous survey technologies, satellite-derived bathymetry, and digital navigation. It also coordinates the General Bathymetric Chart of the Oceans (GEBCO) programme in partnership with the Intergovernmental Oceanographic Commission (IOC) of UNESCO, contributing to global efforts to map the seabed and improve understanding of the marine environment. Through training, technical assistance, and regional cooperation, the IHO assists developing countries in strengthening their hydrographic capabilities and maritime safety infrastructure.

The International Hydrographic Organization works closely with institutions including the International Maritime Organization (IMO), the United Nations, the Intergovernmental Oceanographic Commission (IOC) of UNESCO, the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), the Commission on the Limits of the Continental Shelf (CLCS), and the International Tribunal for the Law of the Sea (ITLOS). It also collaborates with national hydrographic offices, maritime administrations, scientific organizations, and naval authorities worldwide. Through international standardization, hydrographic cooperation, and marine geospatial information management, the IHO plays a central role in enhancing the safety, efficiency, and sustainability of global maritime navigation and ocean governance.
