The International Tribunal for the Law of the Sea (ITLOS) is an independent international judicial body established under the United Nations Convention on the Law of the Sea (UNCLOS) to adjudicate disputes arising from the interpretation and application of the Convention. Constituted in 1996 following the entry into force of UNCLOS, the Tribunal is headquartered in Hamburg, Germany. ITLOS serves as one of the principal mechanisms for the peaceful settlement of maritime disputes between states and other parties authorized under the Convention. The Tribunal consists of 21 independent judges elected by the States Parties to UNCLOS, representing the principal legal systems and geographical regions of the world.

The International Tribunal for the Law of the Sea has jurisdiction over disputes concerning maritime boundaries, navigation, fisheries, marine environmental protection, marine scientific research, the conservation and management of marine living resources, and activities in the international seabed area. It may hear cases submitted by States Parties to UNCLOS, the International Seabed Authority (ISA), international organizations, and, in certain circumstances, private entities or natural persons where expressly provided by international agreements. The Tribunal also has authority to prescribe provisional measures, order the prompt release of detained vessels and crews upon the posting of reasonable security, and issue advisory opinions on legal questions relating to the Convention within its jurisdiction.

ITLOS is composed of several specialized chambers, including the Seabed Disputes Chamber, which has exclusive jurisdiction over disputes arising from activities in the international seabed area regulated by the International Seabed Authority. The Tribunal also establishes ad hoc chambers to hear specific categories of disputes, including those relating to fisheries, marine environmental protection, and maritime delimitation. Through its judgments, advisory opinions, and procedural decisions, ITLOS has contributed significantly to the development of international maritime law by clarifying the interpretation of UNCLOS provisions concerning coastal state jurisdiction, navigational rights, marine resource management, environmental obligations, and dispute settlement procedures.

The International Tribunal for the Law of the Sea works closely with institutions including the United Nations, the International Court of Justice (ICJ), the International Seabed Authority (ISA), the International Maritime Organization (IMO), the Commission on the Limits of the Continental Shelf (CLCS), and the Permanent Court of Arbitration (PCA). It also cooperates with governments, international organizations, academic institutions, and legal bodies engaged in the development of international maritime law. Through judicial settlement, advisory opinions, and the interpretation of the United Nations Convention on the Law of the Sea, ITLOS plays a central role in promoting the peaceful resolution of maritime disputes and the rule of law in the world's oceans.
