National Credit Union Share Insurance Fund (NCUSIF) is the federal deposit insurance fund that protects member share accounts at federally insured credit unions in the United States. Administered by the National Credit Union Administration (NCUA), the fund insures deposits held at all federal credit unions and most state-chartered credit unions. Established by the Federal Credit Union Act Amendments of 1970, the NCUSIF is backed by the full faith and credit of the United States and provides insurance coverage up to the standard insurance limit established under federal law. The fund is financed primarily through capital contributions and insurance assessments paid by participating credit unions rather than through annual congressional appropriations. Its principal objectives are to protect credit union members, promote confidence in the credit union system, and maintain the stability of federally insured credit unions.

History
The National Credit Union Share Insurance Fund was established in 1970 through amendments to the Federal Credit Union Act, which simultaneously created the National Credit Union Administration (NCUA) as an independent federal regulatory agency. Prior to the establishment of the fund, federally chartered credit unions did not benefit from a centralized federal deposit insurance system comparable to that provided for banks by the Federal Deposit Insurance Corporation (FDIC).

The creation of the NCUSIF strengthened public confidence in credit unions by providing federal insurance for member deposits while supporting the continued growth of the cooperative financial sector. Since its establishment, the fund has expanded alongside the U.S. credit union industry and has adapted to changes in financial regulation, deposit insurance limits, and supervisory practices.

Legal framework
The National Credit Union Share Insurance Fund operates principally under:

* Federal Credit Union Act
* Federal Credit Union Act Amendments of 1970
* Federal Credit Union Membership Access Act
* Dodd–Frank Wall Street Reform and Consumer Protection Act

The fund is administered by the National Credit Union Administration in accordance with regulations adopted by the NCUA Board.

Purpose
The principal purpose of the National Credit Union Share Insurance Fund is to protect members against the loss of insured deposits if a federally insured credit union fails.

Its objectives include:

* protecting member share accounts
* maintaining public confidence in credit unions
* promoting financial stability
* supporting the safety and soundness of federally insured credit unions
* reducing systemic risks within the credit union system
* facilitating the orderly resolution of failed institutions

The fund also provides financial resources for resolving insolvent credit unions while minimizing losses to members and the broader financial system.

Funding
Unlike many government-funded programs, the National Credit Union Share Insurance Fund is financed primarily by the credit union industry.

Funding sources include:

* capital contributions from federally insured credit unions
* insurance premiums when required
* investment income
* recoveries from failed credit unions
* earnings on the fund's assets

Each federally insured credit union is generally required to maintain a deposit with the NCUSIF equal to a prescribed percentage of its insured shares. The NCUA Board may also assess insurance premiums when necessary to maintain the fund's statutory equity ratio.

Insurance coverage
The National Credit Union Share Insurance Fund insures eligible member share accounts held at federally insured credit unions up to the maximum insurance amount established under federal law.

Insurance generally applies to:

* regular share accounts
* share draft accounts
* share certificates
* money market share accounts
* individual retirement accounts held at insured credit unions
* certain trust and business accounts, subject to applicable ownership rules

Coverage limits are determined according to account ownership categories established by the National Credit Union Administration.

Administration
The National Credit Union Administration administers the National Credit Union Share Insurance Fund through the NCUA Board. The agency monitors the financial condition of federally insured credit unions, determines the adequacy of the insurance fund, establishes insurance assessments where necessary, and oversees the resolution of failed institutions.

The NCUA also manages the investment of the fund's assets, monitors insurance risks, and publishes annual financial statements concerning the condition and performance of the NCUSIF.

Resolution of failed credit unions
When a federally insured credit union becomes insolvent or is no longer financially viable, the National Credit Union Administration may place the institution into conservatorship or liquidation. The National Credit Union Share Insurance Fund finances insured member payouts and may also support purchase-and-assumption transactions in which another credit union acquires the failed institution.

These resolution mechanisms are intended to protect insured members while minimizing disruption to the broader financial system and reducing costs to the insurance fund.

Relationship with the Federal Deposit Insurance Corporation
The National Credit Union Share Insurance Fund performs a function similar to that of the Deposit Insurance Fund administered by the Federal Deposit Insurance Corporation. While the FDIC insures deposits held at commercial banks and savings institutions, the NCUSIF provides insurance exclusively for federally insured credit unions.

Both systems are backed by the full faith and credit of the United States and seek to maintain confidence in federally insured depository institutions. However, they operate under separate statutory frameworks and are administered by different federal agencies.

Impact
Since its establishment in 1970, the National Credit Union Share Insurance Fund has contributed significantly to the stability of the United States credit union system. By protecting member deposits and supporting the orderly resolution of financially distressed institutions, the fund has strengthened public confidence in federally insured credit unions and reduced the risk of widespread depositor losses. The NCUSIF remains a central component of the federal financial safety net for the U.S. cooperative banking sector.
