The National Development and Reform Commission (NDRC; 中华人民共和国国家发展和改革委员会) is a ministerial-level department of the State Council of the People's Republic of China responsible for national economic and social development planning, macroeconomic policy coordination, economic restructuring, investment management, regional development, and major infrastructure planning. It plays a central role in formulating China's national development strategies and coordinating economic policies across government departments and regions.

The NDRC oversees the preparation and implementation of medium- and long-term national development plans and annual economic and social development plans. Its responsibilities also include coordinating major economic reforms, monitoring macroeconomic conditions, formulating certain price policies, and assessing major investment projects.

The commission is headquartered in Beijing and operates under the State Council.

History
State Planning Commission
The institutional predecessor of the NDRC was the State Planning Commission, established in 1952. It was responsible for preparing and coordinating national economic plans during the early decades of the People's Republic of China.

Under China's centrally planned economic system, the commission played a major role in allocating resources, setting production targets, coordinating industrial development, and directing investment in accordance with national economic plans.

State Development Planning Commission
In 1998, the State Planning Commission was renamed the State Development Planning Commission. The change occurred during a broader period of economic and administrative reform as China continued its transition towards a more market-oriented economic system.

The commission retained responsibility for national development planning while adapting its functions to changing economic conditions and the increasing role of market mechanisms.

Establishment of the NDRC
In 2003, the State Development Planning Commission was reorganised as the National Development and Reform Commission. The restructuring incorporated functions from other government bodies, including responsibilities associated with economic restructuring and industrial policy.

The new commission was designed to coordinate national development planning, macroeconomic management, economic reform, and investment policy within a consolidated government institution.

Subsequent reforms
The NDRC's responsibilities have evolved alongside changes in China's economic governance. Administrative reforms have adjusted the division of responsibilities between the commission and other ministries and agencies.

In subsequent years, the NDRC's work increasingly emphasised strategic planning, macroeconomic coordination, regional development, market-oriented reform, innovation, energy and resource efficiency, and the coordination of major national projects.

Functions and responsibilities
National economic planning
The NDRC prepares and coordinates national economic and social development strategies, medium- and long-term plans, and annual plans. It helps align sectoral, regional, and spatial development plans with national priorities.

The commission also monitors the implementation of major development strategies and evaluates significant policies and projects, proposing adjustments when required.

Macroeconomic management
The commission monitors and analyses economic conditions, including economic growth, investment, consumption, employment, prices, and other indicators of national economic performance.

It proposes macroeconomic policy recommendations and coordinates with other government departments on measures intended to address economic imbalances, stabilise economic activity, and support development objectives. Its responsibilities include contributing to the coordination of fiscal, monetary, and land policies.

Economic restructuring and reform
The NDRC coordinates aspects of China's economic system reform and develops proposals concerning market access, the allocation of production factors, the business environment, and the relationship between government administration and market activity.

It also contributes to supply-side structural reform and policies intended to improve economic efficiency and promote higher-quality development.

Investment management
The commission is responsible for the overall management and coordination of fixed-asset investment at the national level. Its functions include formulating investment targets, coordinating government investment policies, and reviewing or approving major projects within its statutory authority.

It also helps determine the distribution of major infrastructure projects and industrial capacity, while developing policies intended to encourage private investment.

Industrial policy
The NDRC formulates and coordinates comprehensive industrial policies and addresses issues involving the development of the primary, secondary, and tertiary sectors of the economy.

Its responsibilities include coordinating industrial development with national planning, supporting strategic emerging industries, promoting technological upgrading, and planning major infrastructure and logistics initiatives.

Regional development
The commission coordinates national regional development strategies and policies. These include programmes for the development of western China, the revitalisation of northeastern industrial regions, the development of central China, and coordinated development in major economic regions.

It also participates in the planning and implementation of initiatives such as the Beijing–Tianjin–Hebei coordinated development strategy, the Yangtze River Economic Belt, the Guangdong–Hong Kong–Macao Greater Bay Area, and the integration of the Yangtze River Delta.

Foreign investment and overseas investment
The NDRC formulates policies relating to foreign investment, overseas investment, and the structure of external borrowing. It works with other government departments on foreign investment access rules and the review of overseas investment projects under the applicable regulatory framework.

The commission also coordinates aspects of China's international economic engagement and the implementation of the Belt and Road Initiative.

Price regulation
The NDRC formulates and implements certain price policies and administers prices and charges for specified goods and services subject to government regulation.

Its responsibilities include monitoring price developments and analysing the effects of price changes on economic activity. Price-setting powers are limited to areas assigned to the commission under the relevant laws and regulations.

Energy and resource policy
The commission coordinates energy planning with broader national development strategies and contributes to policies concerning energy consumption, resource conservation, and sustainable development.

The National Energy Administration operates under the NDRC's administrative management framework. The division of responsibilities between the two bodies distinguishes broader economic and development coordination from specialised energy-sector administration.

Strategic reserves and economic security
The NDRC monitors the balance between supply and demand for important commodities and coordinates policies concerning strategic reserves. It works with relevant agencies on reserve planning and the management of risks affecting the supply of essential materials.

The commission also monitors risks associated with economic operations and contributes to policies intended to strengthen national economic resilience.

Social development and employment
The NDRC coordinates aspects of social development policy with national economic planning. Its responsibilities include planning for public services, contributing to employment and income-distribution policies, and addressing the relationship between economic development and social welfare.

It also undertakes work related to population trends and their implications for long-term economic and social development, in coordination with other government departments.

Organisation
The NDRC is organised into departments, bureaus, and offices responsible for different areas of economic planning and administration.

Its organisational structure includes units dealing with development planning, national economic analysis, economic operations, system reform, fixed-asset investment, foreign investment, regional development, industrial policy, high-technology development, resource conservation, social development, employment, trade and economic cooperation, finance, pricing, legislation, and international affairs.

The commission coordinates with other departments of the State Council, provincial and local governments, and specialised agencies responsible for particular sectors of the economy.

Relationship with other government bodies
State Council
The NDRC is a department of the State Council, China's central government. It implements responsibilities assigned under the national administrative framework and contributes to the preparation and coordination of major economic and social development policies.

Ministry of Finance
The NDRC works with the Ministry of Finance on economic planning, government investment, infrastructure funding, and the coordination of development priorities with fiscal policy.

People's Bank of China
The NDRC coordinates with the People's Bank of China and other relevant bodies on macroeconomic issues. Its responsibilities differ from those of the central bank, which is responsible for monetary policy and other central banking functions under China's institutional framework.

National Energy Administration
The National Energy Administration is managed by the NDRC. The two bodies coordinate energy development planning, major energy projects, and policies linking energy supply and consumption with broader economic objectives.

National Food and Strategic Reserves Administration
The NDRC coordinates overall planning for strategic reserves and important commodities, while the National Food and Strategic Reserves Administration undertakes specialised responsibilities relating to the procurement, storage, and management of designated reserves.

Role in China's economic policy
The NDRC is a major institution in China's economic governance because it links national planning with macroeconomic coordination, investment, industrial development, and regional policy.

Its role differs from that of a conventional finance ministry or central bank. Rather than concentrating exclusively on public finances or monetary policy, the commission coordinates a broad range of development and reform responsibilities across the national economy.

The commission's policies and project decisions can influence infrastructure investment, industrial capacity, regional economic development, energy planning, and the implementation of national development priorities.
