The National Health Commission (NHC; 中华人民共和国国家卫生健康委员会) is a department of the State Council of the People's Republic of China responsible for national health policy, public health administration and the coordination of healthcare services in mainland China. It oversees matters relating to disease prevention and control, health system development, medical services, population health and health emergencies.

The commission was established in March 2018 as part of a restructuring of China's government institutions. It assumed responsibilities previously held by the National Health and Family Planning Commission and incorporated certain functions relating to health policy and population management.

History
The National Health Commission was established in March 2018 during a major institutional restructuring of the Chinese government. It replaced the National Health and Family Planning Commission, consolidating responsibilities for public health, healthcare administration and related policy areas.

The restructuring reflected a broader effort to coordinate health services, strengthen public health administration and respond to changes in China's population and healthcare needs.

The commission subsequently became a central institution in China's response to major public health events, including the COVID-19 pandemic.

Responsibilities
The principal responsibilities of the National Health Commission include:

* formulating national health policies, plans and standards;
* coordinating the reform and development of healthcare services;
* overseeing public health administration and disease prevention;
* organizing responses to public health emergencies;
* coordinating the prevention and control of infectious diseases;
* developing policies concerning medical services and healthcare institutions;
* supervising health-related professional standards;
* promoting maternal and child health;
* coordinating health education and health promotion;
* developing policies concerning aging and population health; and
* participating in international health cooperation.

The commission works with other national and local authorities to implement health policies and coordinate healthcare administration.

Organizational structure
The National Health Commission operates under the State Council of the People's Republic of China. Its responsibilities are implemented through internal departments, affiliated institutions and coordination with provincial and local health authorities.

The commission's work intersects with that of other institutions responsible for disease control, medical insurance, pharmaceutical regulation, traditional Chinese medicine and emergency management.

Disease prevention and control
Disease prevention and control are central components of China's public health administration. The commission coordinates relevant policies and works with disease-control institutions to monitor and respond to infectious and non-communicable diseases.

Its responsibilities include developing prevention strategies, coordinating vaccination policies within its remit, supporting disease surveillance and strengthening public health preparedness.

The Chinese Center for Disease Control and Prevention provides technical and professional support for disease surveillance, epidemiological investigation and disease prevention.

Healthcare system development
The National Health Commission develops policies concerning the organization and delivery of healthcare services. These policies address the development of medical institutions, primary healthcare, hospital services, medical quality and the coordination of healthcare resources.

Relevant policy areas include:

* primary healthcare and community health services;
* hospital administration and medical quality;
* maternal and child healthcare;
* nursing and other health professions;
* rehabilitation and preventive healthcare;
* health education; and
* the development of healthcare services in rural and underserved areas.

Health emergencies
The commission participates in the coordination of China's responses to public health emergencies. Its responsibilities include health-related emergency planning, coordination with medical institutions and the development of measures to address infectious disease outbreaks and other public health threats.

During the COVID-19 pandemic, the commission played a central role in communicating health policies, publishing epidemiological information and coordinating aspects of the national public health response.

Population health and aging
China's demographic changes have increased the importance of policies concerning aging, chronic diseases and long-term healthcare needs. The National Health Commission develops and coordinates policies relating to population health, maternal and child health, health promotion and services for older people.

Its work in this area intersects with social security, medical insurance and elderly-care policies administered by other government institutions.

Relationship with other institutions
The National Health Commission operates within a broader system of Chinese health administration. Its responsibilities are distinct from, but coordinated with, those of several other national institutions.

* The National Healthcare Security Administration administers medical insurance and related healthcare security policies.
* The National Medical Products Administration regulates medicines and medical devices.
* The National Administration of Traditional Chinese Medicine is responsible for policies and administration relating to traditional Chinese medicine.
* The Chinese Center for Disease Control and Prevention provides technical and public health expertise in disease surveillance and prevention.

The division of responsibilities among these institutions supports coordination between healthcare delivery, public health, medical insurance and pharmaceutical regulation.

International cooperation
The commission participates in international health cooperation and exchanges concerning disease prevention, public health preparedness, healthcare systems and global health issues.

Its work includes engagement with international health organizations and cooperation with other countries on public health challenges. These activities form part of China's participation in international health governance.

Criticism and debate
China's public health system has been the subject of debate concerning healthcare access, regional disparities, medical expenditure, public health transparency and the balance between centralized administration and local implementation.

The commission's role during the COVID-19 pandemic also drew international attention to disease reporting, public health communication and the coordination of emergency responses.
