Public Knowledge Project (PKP) is an international research and development initiative dedicated to improving access to scholarly research through open-source publishing technologies, open-access advocacy, and research on scholarly communication. Founded in 1998, PKP develops software and infrastructure that support the creation, management, publication, dissemination, and preservation of academic journals, books, and preprints. Its software is widely used by universities, research institutions, libraries, scholarly societies, government agencies, and independent publishers. PKP has played a significant role in advancing the global open access movement by providing freely available publishing platforms that reduce the technical and financial barriers to scholarly publishing. Among its best-known projects is Open Journal Systems (OJS), one of the world's most widely adopted journal management and publishing platforms.

History
The Public Knowledge Project was established in 1998 by John Willinsky, then a professor at the University of British Columbia, with the objective of improving public access to academic research through the application of digital technologies. The initiative emerged during a period of growing concern regarding the increasing costs of scholarly journals and the limited accessibility of publicly funded research. Early research focused on understanding scholarly communication and developing practical tools that could support affordable, sustainable, and accessible academic publishing. The first public release of Open Journal Systems in 2001 marked a significant milestone, providing institutions with an integrated open-source platform for managing peer-reviewed journals. Over time, PKP expanded its activities through collaborations with universities, libraries, research organizations, and international partners while continuing to develop additional publishing software and infrastructure.

Mission and objectives
The Public Knowledge Project seeks to improve the quality, accessibility, and sustainability of scholarly communication by promoting open access and developing open-source publishing technologies. Its objectives include reducing barriers to academic publishing, increasing the visibility of scholarly research, encouraging interoperability among publishing systems, and supporting equitable access to knowledge regardless of institutional or geographic location. PKP also conducts research on publishing practices, digital scholarship, metadata standards, and information infrastructure, contributing to discussions concerning the future of scholarly communication.

Organization
PKP operates as an academic research initiative supported through collaborations among universities, libraries, funding agencies, and the scholarly publishing community. Development activities involve software engineers, researchers, librarians, publishing professionals, and academic contributors from multiple countries. Governance includes oversight of software development, research activities, community engagement, documentation, and technical support. The project maintains partnerships with institutions that contribute expertise, financial support, software testing, translations, and community-driven development.

Software projects
The Public Knowledge Project develops several open-source publishing applications that support different stages of scholarly communication.

Its principal software projects include:

* Open Journal Systems (OJS), a journal management and publishing platform.
* Open Monograph Press (OMP), a publishing platform for scholarly books and monographs.
* Open Preprint Systems (OPS), a platform for managing and publishing preprints.
* Open Typesetting Stack (OTS), a collection of tools supporting automated scholarly publishing workflows.

These applications share common architectural principles and are designed to integrate with scholarly metadata standards, indexing services, and preservation networks.

Technology and interoperability
PKP software emphasizes interoperability through the adoption of widely recognized standards and protocols used in scholarly publishing. Its applications support metadata standards such as Dublin Core, persistent identifiers including Digital object identifiers (DOIs) and ORCID identifiers, and harvesting protocols such as the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH). The software also integrates with preservation services including LOCKSS and CLOCKSS, indexing platforms, institutional repositories, and authentication systems. A modular plugin architecture enables publishers to extend functionality without modifying the core software.

Role in scholarly communication
PKP has contributed to the expansion of digital scholarly publishing by providing institutions with publishing infrastructure that can be deployed without proprietary software licensing costs. Its software supports editorial workflows encompassing manuscript submission, peer review, copyediting, production, publication, and long-term preservation. Universities and research organizations have used PKP platforms to establish institutional publishing programs, regional journal portals, and independent scholarly publishing initiatives. The project has also supported multilingual publishing, helping journals publish research in multiple languages while maintaining compatibility with international indexing and metadata standards.

Community and partnerships
The development of PKP software is supported by an international community of developers, librarians, publishers, editors, translators, and researchers. Community members contribute software improvements, documentation, language translations, plugin development, and technical assistance. PKP collaborates with universities, library consortia, scholarly societies, and research organizations to improve publishing technologies, establish best practices, and promote sustainable scholarly infrastructure. Conferences, workshops, training programmes, and online documentation further support adoption and community participation.

Reception and impact
The Public Knowledge Project has been widely recognized within the academic publishing community for its contribution to open scholarly infrastructure. Its software has enabled thousands of journals and publishers to establish digital publishing operations while supporting interoperability with indexing services, preservation networks, and research information systems. The widespread adoption of Open Journal Systems has contributed to increased availability of open-access research across numerous disciplines and regions. PKP's work has also influenced discussions concerning sustainable scholarly publishing, digital preservation, metadata standards, and equitable access to academic knowledge.

Challenges
Like many open-source software initiatives, PKP faces challenges related to long-term sustainability, funding, software maintenance, security updates, and supporting a diverse international user community. Maintaining compatibility with evolving publishing standards, web technologies, and third-party integrations requires continuous development. Institutions deploying PKP software are also responsible for hosting, upgrades, security management, backups, and technical administration, although commercial hosting and support services are available through various providers.
