'''[[State Administration for Market Regulation]]''' ('''SAMR'''; Chinese: 国家市场监督管理总局) is the principal market regulatory authority of the People's Republic of China. Established in 2018, the agency is responsible for the supervision and administration of market competition, anti-monopoly enforcement, product quality and safety, consumer protection, food and drug oversight, intellectual property coordination, company registration, standards, accreditation, metrology, certification, and other aspects of market regulation. It operates under the [[State Council of the People's Republic of China]] and serves as one of China's most important economic regulatory institutions.

The State Administration for Market Regulation was created as part of a broad restructuring of China's central government aimed at consolidating multiple regulatory agencies into a single authority responsible for market supervision. The consolidation was intended to improve administrative efficiency, strengthen regulatory coordination, reduce overlapping responsibilities, and modernize China's market governance framework.

SAMR plays a central role in implementing China's competition policy, supervising domestic markets, regulating business conduct, protecting consumers, and enforcing product safety laws. It also oversees company registration and licensing, administers anti-monopoly legislation, and coordinates national standards and quality infrastructure. Through these responsibilities, the agency contributes to the orderly functioning of China's socialist market economy and the promotion of fair market competition.

The authority works in cooperation with other central government agencies, provincial governments, and specialized regulatory bodies to supervise one of the world's largest and most complex domestic markets. As China's economy has become increasingly integrated with global trade and digital commerce, SAMR has assumed growing responsibilities in regulating technology platforms, cross-border business activities, and emerging market practices.

==History==

Prior to 2018, China's market regulatory responsibilities were divided among several separate government agencies responsible for areas such as industrial and commercial administration, quality inspection, food and drug regulation, pricing, and anti-monopoly enforcement. Although these agencies performed specialized functions, the fragmented structure often resulted in overlapping responsibilities and administrative inefficiencies.

In March 2018, the National People's Congress approved a comprehensive restructuring of the State Council aimed at streamlining government administration. As part of these reforms, the State Administration for Market Regulation was established through the consolidation of several regulatory agencies, including the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the China Food and Drug Administration, and functions previously exercised by other government departments.

Following its establishment, SAMR assumed responsibility for a broad range of market regulatory functions, becoming China's unified authority for market supervision. In subsequent years, its responsibilities expanded further with increasing emphasis on anti-monopoly enforcement, regulation of digital platform companies, consumer rights protection, and the development of national quality infrastructure.
