The Strategic Petroleum Reserve (SPR) is the United States' emergency stockpile of crude oil maintained to reduce the economic and national security impacts of significant disruptions in petroleum supplies. Established by the Energy Policy and Conservation Act of 1975 in response to the 1973 oil crisis, the SPR serves as the world's largest government-owned emergency crude oil reserve. Managed by the United States Department of Energy, the reserve consists of underground salt cavern storage facilities located along the Gulf Coast of the United States in the states of Texas and Louisiana. The Strategic Petroleum Reserve is intended to strengthen the nation's energy security by providing emergency crude oil supplies during severe supply interruptions caused by geopolitical conflicts, natural disasters, infrastructure failures, or other emergencies affecting global oil markets.

The Strategic Petroleum Reserve stores crude oil in large underground salt caverns created within naturally occurring salt domes, providing secure and cost-effective long-term storage. The reserve is designed to release oil through a network of pipelines, marine terminals, and distribution facilities connected to the United States refining and transportation infrastructure. Oil may be released from the SPR through presidential authorization during severe energy supply disruptions, pursuant to statutory requirements under the Energy Policy and Conservation Act. Releases may take the form of emergency drawdowns, exchange agreements with private companies, or congressionally authorized sales intended to address budgetary or policy objectives. The reserve complements commercial inventories and contributes to the fulfillment of the United States' international emergency stockholding commitments.

Beyond emergency preparedness, the Strategic Petroleum Reserve plays an important role in national energy policy and international energy security. The reserve has been utilized during events including the Gulf War, Hurricane Katrina, the 2011 Libyan civil war, and periods of significant market disruption associated with global energy supply constraints. The SPR also participates in coordinated emergency oil stock releases organized through the International Energy Agency (IEA), supporting collective responses by member countries to major disruptions in global petroleum markets. Continuous maintenance, modernization, and infrastructure upgrades are undertaken to preserve storage integrity, operational readiness, and rapid distribution capabilities.

The Strategic Petroleum Reserve is administered by the United States Department of Energy in coordination with institutions including the International Energy Agency (IEA), the Federal Energy Regulatory Commission (FERC), the U.S. Department of the Treasury, the Environmental Protection Agency (EPA), and other federal agencies responsible for energy security and emergency management. Through emergency petroleum storage, coordinated supply responses, and international cooperation, the Strategic Petroleum Reserve serves as a critical component of the United States' energy security strategy and contributes to the stability and resilience of global oil markets.
