United Nations Trusteeship Council (UNTC) is one of the six principal organs of the United Nations, established under the Charter of the United Nations to supervise the administration of United Nations trust territories and ensure that they were governed in the interests of their inhabitants and prepared for self-government or independence. The Council operated within the United Nations trusteeship system, which succeeded the League of Nations mandate system following the Second World War. Its responsibilities included examining reports submitted by administering authorities, receiving petitions from inhabitants of trust territories, conducting periodic visiting missions, and making recommendations concerning political, economic, social, and educational advancement. The Council suspended operations on 1 November 1994 following the independence of Palau, the last remaining United Nations trust territory. Although it no longer meets, the Trusteeship Council continues to exist as a principal organ under the Charter of the United Nations.

History
The Trusteeship Council was established in 1945 by the Charter of the United Nations as part of the international trusteeship system created to oversee territories placed under United Nations supervision after the dissolution of the League of Nations and the conclusion of the Second World War.

The trusteeship system succeeded the earlier mandate system administered by the League of Nations. Trust territories consisted primarily of former League of Nations mandates and territories detached from states defeated during the war. Eleven trust territories were placed under United Nations trusteeship and administered by seven Member States acting as administering authorities.

The Council supervised the progressive political, economic, and social development of these territories until they achieved self-government, independence, or integration with independent states through processes consistent with the wishes of their populations.

Legal framework
The Trusteeship Council derives its authority principally from:

* Charter of the United Nations
* Chapters XII and XIII of the Charter
* Individual Trusteeship Agreements approved by the United Nations General Assembly
* Relevant resolutions of the United Nations General Assembly and the United Nations Security Council

The trusteeship system was established to promote international peace and security while ensuring that trust territories advanced toward self-government or independence.

Objectives
The principal objectives of the trusteeship system included:

* promoting international peace and security
* advancing political development
* encouraging economic and social progress
* promoting educational advancement
* developing self-government
* preparing territories for independence
* protecting the rights and welfare of inhabitants
* encouraging respect for human rights and fundamental freedoms
* promoting equal treatment in social, economic, and commercial matters

These objectives were set forth in Article 76 of the Charter of the United Nations.

Composition
Under the Charter, the Trusteeship Council consisted of:

* Member States administering trust territories;
* permanent members of the United Nations Security Council that were not administering authorities; and
* additional Member States elected by the United Nations General Assembly, when necessary, to maintain numerical balance.

As the number of trust territories declined through decolonization, the Council's composition evolved until, after the completion of the trusteeship system, it effectively consisted of the five permanent members of the Security Council:

* China
* France
* Russia
* United Kingdom
* United States

Functions and responsibilities
The Trusteeship Council supervised the administration of trust territories and monitored their progress toward self-government or independence.

Its principal responsibilities included:

* examining annual reports submitted by administering authorities
* receiving and considering petitions from inhabitants of trust territories
* conducting periodic visiting missions
* reviewing political, economic, social, and educational conditions
* making recommendations to the General Assembly
* promoting self-government and independence
* monitoring implementation of Trusteeship Agreements

The Council worked closely with the United Nations General Assembly, which exercised overall authority over the trusteeship system.

Trust territories
A total of eleven territories were placed under the United Nations trusteeship system.

These included:

* Trust Territory of the Pacific Islands
* Tanganyika
* Ruanda-Urundi
* Cameroons under British administration
* Cameroons under French administration
* British Togoland
* French Togoland
* Western Samoa
* Nauru
* New Guinea
* Somaliland under Italian administration

Over time, these territories achieved independence or entered into political associations through internationally recognized constitutional processes.

Relationship with other United Nations organs
The Trusteeship Council functioned as one of the principal organs of the United Nations alongside:

* United Nations General Assembly
* United Nations Security Council
* United Nations Economic and Social Council
* United Nations Secretariat
* International Court of Justice

The Council reported annually to the General Assembly and cooperated with the Security Council in matters relating to strategic trust territories.

Suspension of operations
The final United Nations trust territory, the Trust Territory of the Pacific Islands, gradually achieved self-government through several successor entities. On 1 October 1994, Palau became an independent state under a Compact of Free Association with the United States, completing the objectives of the trusteeship system.

Following Palau's independence, the Trusteeship Council formally suspended its operations on 1 November 1994. The Council amended its rules of procedure to meet only when required by its President, a majority of its members, or the General Assembly or Security Council.

Although inactive, the Council has not been abolished because the Charter of the United Nations has not been amended to remove it as one of the Organization's principal organs.

Proposals for reform
Following the completion of the trusteeship system, several proposals have been advanced concerning the future role of the Trusteeship Council. Suggestions have included assigning responsibility for:

* global environmental governance
* management of the global commons
* oversight of outer space resources
* protection of the high seas
* governance of cyberspace
* coordination of sustainable development initiatives

To date, no proposal has received sufficient international support to amend the Charter or redefine the Council's mandate.

Legacy
The United Nations Trusteeship Council played a significant role in the international decolonization process during the second half of the twentieth century. Through its supervision of trust territories, periodic review missions, and encouragement of political development, the Council contributed to the transition of former colonial territories toward independence and self-government. Although inactive since 1994, it remains one of the six principal organs of the United Nations and an institutional reminder of the Organization's historical role in the decolonization of dependent territories.
