The International Financial Services Centres Authority (IFSCA) is the unified regulatory authority responsible for regulating and developing financial services conducted within India's International Financial Services Centres (IFSCs). Established on 27 April 2020 under the International Financial Services Centres Authority Act, 2019, the Authority was created to consolidate the regulatory functions previously exercised by multiple domestic financial regulators within IFSCs. Headquartered in Gandhinagar, Gujarat, the IFSCA is the first unified financial regulator in India, overseeing banking, capital markets, insurance, pension funds, fund management, aircraft leasing, ship leasing, fintech, and other financial services operating within designated international financial centres, principally Gujarat International Finance Tec-City (GIFT City).

The IFSCA regulates a broad range of financial institutions and market participants operating within IFSCs, including banks, stock exchanges, clearing corporations, depositories, insurance companies, reinsurance entities, aircraft leasing companies, ship leasing businesses, fund management entities, alternative investment funds (AIFs), fintech firms, and capital market intermediaries. Its responsibilities include licensing financial institutions, supervising market participants, issuing regulations, promoting financial innovation, ensuring market integrity, protecting investors, and facilitating the development of internationally competitive financial markets. By combining the regulatory functions that are exercised elsewhere in India by the Reserve Bank of India (RBI), the Securities and Exchange Board of India (SEBI), the Insurance Regulatory and Development Authority of India (IRDAI), and the Pension Fund Regulatory and Development Authority (PFRDA), the Authority provides a single-window regulatory framework within IFSCs.

In addition to regulation and supervision, the IFSCA promotes the development of India as an international financial services hub by encouraging innovation, cross-border financial activities, and global capital flows. The Authority has introduced regulatory frameworks for international banking, international exchanges, bullion exchanges, sustainable finance, fintech innovation, aircraft and ship leasing, family investment funds, variable capital companies, and fund management services. It also supports regulatory sandboxes, digital finance initiatives, environmental, social, and governance (ESG) financing, and international arbitration mechanisms aimed at enhancing the competitiveness of India's financial ecosystem and attracting foreign investment.

The International Financial Services Centres Authority works closely with domestic regulators including the Reserve Bank of India (RBI), the Securities and Exchange Board of India (SEBI), the Ministry of Finance, the Insurance Regulatory and Development Authority of India (IRDAI), and the Insolvency and Bankruptcy Board of India (IBBI). Internationally, it engages with organizations such as the International Organization of Securities Commissions (IOSCO), the Bank for International Settlements (BIS), the Financial Stability Board (FSB), and regulators from major global financial centres. Through integrated regulation, policy development, and international cooperation, the IFSCA plays a central role in positioning India as a competitive global financial services destination while maintaining the integrity, efficiency, and stability of its international financial markets.
