International Consumer Protection and Enforcement Network
The International Consumer Protection and Enforcement Network (ICPEN) is an international network of consumer protection authorities that promotes cooperation in the enforcement of consumer protection laws and the exchange of information on cross-border consumer issues. Established in 1992, the network brings together government agencies responsible for consumer protection from more than 70 countries and jurisdictions. ICPEN provides a collaborative framework through which regulators coordinate investigations, share enforcement strategies, and develop best practices to address fraudulent, deceptive, and unfair commercial practices affecting consumers in an increasingly globalized marketplace.
The primary objectives of ICPEN are to strengthen international cooperation among consumer protection authorities, improve cross-border enforcement, and enhance consumer confidence in domestic and international markets. The network facilitates the exchange of intelligence regarding scams, misleading advertising, digital commerce, unfair contractual practices, data privacy concerns, online fraud, and other consumer protection issues. It also develops guidance, conducts training programmes, and supports collaborative enforcement initiatives designed to improve the effectiveness of consumer protection agencies operating across different legal and regulatory systems.
Among ICPEN's principal initiatives is the operation of econsumer.gov, an international online complaint platform that enables consumers to report cross-border fraud, deceptive business practices, and online scams. Complaint information submitted through the platform is shared with participating consumer protection authorities to assist investigations and identify emerging patterns of misconduct. The network also coordinates the annual International Internet Sweep, during which member agencies simultaneously review online marketplaces and websites to identify potentially deceptive marketing practices and encourage voluntary compliance with consumer protection laws.
ICPEN works closely with international organizations and national regulatory authorities, including the Organisation for Economic Co-operation and Development (OECD), the United Nations Conference on Trade and Development (UNCTAD), the European Commission, the Federal Trade Commission (FTC), and numerous national consumer protection agencies. Through international cooperation, information sharing, policy development, and coordinated enforcement activities, the International Consumer Protection and Enforcement Network contributes to strengthening consumer protection frameworks, promoting fair business practices, and enhancing trust in global digital and traditional marketplaces.
