The Insolvency and Bankruptcy Board of India (IBBI) is the statutory regulatory authority responsible for overseeing the implementation of India's insolvency and bankruptcy framework under the Insolvency and Bankruptcy Code, 2016 (IBC). Established on 1 October 2016 by the Government of India under the IBC, the Board regulates insolvency professionals, insolvency professional agencies, information utilities, and other entities involved in corporate, partnership, and individual insolvency proceedings. Headquartered in New Delhi, the IBBI functions under the administrative control of the Ministry of Corporate Affairs and plays a central role in promoting timely resolution of financial distress, improving creditor confidence, and strengthening India's business environment.

The IBBI's principal responsibilities include framing regulations, registering and supervising insolvency professionals and insolvency professional agencies, recognizing information utilities, monitoring insolvency and liquidation proceedings, and promoting compliance with the Insolvency and Bankruptcy Code. The Board develops regulatory standards governing the corporate insolvency resolution process (CIRP), liquidation, voluntary liquidation, fast-track insolvency, pre-packaged insolvency resolution, and insolvency procedures relating to individuals and partnership firms. It also establishes professional standards, conducts inspections and investigations, initiates disciplinary proceedings, and issues guidance to ensure the integrity, transparency, and efficiency of India's insolvency ecosystem.

In addition to regulation and supervision, the IBBI undertakes research, policy development, public consultation, and capacity-building initiatives to strengthen India's insolvency framework. The Board publishes discussion papers, annual reports, statistical analyses, and regulatory circulars relating to insolvency resolution, creditor recoveries, distressed asset markets, and corporate restructuring. It also supports the development of professional education, investor awareness, digital regulatory systems, and data-driven policymaking while monitoring the effectiveness of the Insolvency and Bankruptcy Code in improving credit markets, facilitating business restructuring, and enhancing the ease of doing business in India.

The Insolvency and Bankruptcy Board of India works closely with domestic institutions including the Ministry of Corporate Affairs, the National Company Law Tribunal (NCLT), the National Company Law Appellate Tribunal (NCLAT), the Reserve Bank of India (RBI), the Securities and Exchange Board of India (SEBI), the International Financial Services Centres Authority (IFSCA), and the Competition Commission of India (CCI). Through regulation, supervision, policy development, and institutional coordination, the IBBI plays a central role in maintaining an effective insolvency and bankruptcy regime, supporting financial stability, improving credit discipline, and promoting confidence in India's corporate and financial sectors.
