The Telecom Regulatory Authority of India (TRAI) is the statutory regulatory authority responsible for regulating the telecommunications and broadcasting sectors in India. Established on 20 February 1997 under the Telecom Regulatory Authority of India Act, 1997, the Authority was created to ensure fair competition, protect consumer interests, promote the orderly growth of telecommunications services, and facilitate the development of an efficient communications infrastructure. Headquartered in New Delhi, TRAI functions as an independent regulator under the administrative oversight of the Ministry of Communications while exercising statutory powers relating to telecommunications and broadcasting policy implementation.

The Telecom Regulatory Authority of India regulates a broad range of telecommunications services, including mobile and fixed-line telephony, broadband internet, satellite communications, broadcasting, cable television, internet service providers, and emerging digital communication technologies. Its principal responsibilities include recommending licensing conditions, regulating tariffs, ensuring quality of service standards, facilitating interconnection between service providers, promoting competition, protecting consumer interests, and monitoring compliance with telecommunications regulations. TRAI also develops regulatory frameworks governing spectrum utilization, numbering resources, mobile number portability, infrastructure sharing, digital broadcasting, over-the-top (OTT) communication services, and next-generation communication networks.

In addition to regulation and policy development, TRAI undertakes market research, public consultations, consumer awareness programmes, and technical studies aimed at improving India's digital communications ecosystem. The Authority publishes consultation papers, recommendations, performance reports, quality-of-service assessments, and market statistics covering the telecommunications and broadcasting industries. It has played a significant role in advancing broadband connectivity, digital inclusion, wireless communication technologies, 5G deployment, internet governance, and the development of regulatory frameworks for emerging technologies. Disputes relating to telecommunications licensing and regulatory matters are adjudicated by the Telecom Disputes Settlement and Appellate Tribunal (TDSAT), which hears appeals against specified decisions and orders issued under the telecommunications regulatory framework.

The Telecom Regulatory Authority of India works closely with domestic institutions including the Department of Telecommunications, the Ministry of Communications, the Competition Commission of India (CCI), the Securities and Exchange Board of India (SEBI), the Reserve Bank of India (RBI), and the Ministry of Electronics and Information Technology. Internationally, it cooperates with organizations such as the International Telecommunication Union (ITU), the Asia-Pacific Telecommunity (APT), and telecommunications regulators in other jurisdictions. Through regulation, policy development, consumer protection, and technological oversight, TRAI plays a central role in promoting competitive, innovative, and accessible telecommunications and broadcasting services in India.
