North American Electric Reliability Corporation
The North American Electric Reliability Corporation (NERC) is a not-for-profit international regulatory organization responsible for developing and enforcing reliability standards for the bulk electric system in North America. Established in 2006 as the successor to the North American Electric Reliability Council, NERC was designated as the Electric Reliability Organization (ERO) for the United States under the Energy Policy Act of 2005 and is subject to oversight by the Federal Energy Regulatory Commission (FERC). Headquartered in Atlanta, Georgia, NERC's jurisdiction encompasses the interconnected bulk power systems of the United States, Canada, and a portion of Baja California, Mexico, working in coordination with regional reliability entities and governmental authorities to promote the reliability and security of the North American electric grid.
NERC develops and enforces mandatory reliability standards governing the planning, operation, and maintenance of the bulk electric system. Its responsibilities include establishing reliability standards, monitoring compliance, conducting audits and investigations, certifying reliability coordinators, assessing system adequacy, and promoting the secure operation of interconnected electricity networks. NERC also develops standards relating to cybersecurity, physical security, critical infrastructure protection (CIP), transmission planning, emergency preparedness, vegetation management, and system restoration. Utilities, transmission operators, balancing authorities, reliability coordinators, and other registered entities are required to comply with NERC standards to ensure the reliable delivery of electricity across North America.
In addition to standards development and compliance oversight, NERC conducts reliability assessments, seasonal and long-term resource adequacy analyses, event investigations, disturbance reports, and grid security exercises. The organization publishes annual reliability assessments, state-of-the-grid reports, and technical guidance on emerging issues such as renewable energy integration, distributed energy resources, energy storage, climate resilience, cybersecurity threats, artificial intelligence applications, and the evolving reliability challenges associated with the energy transition. Through research, data collection, operator training, and industry collaboration, NERC contributes to the continuous improvement of North America's bulk electric system.
The North American Electric Reliability Corporation works closely with institutions including the Federal Energy Regulatory Commission (FERC), the United States Department of Energy, the North American Electric Reliability Council, regional reliability entities, the National Institute of Standards and Technology (NIST), and energy regulators and system operators in the United States, Canada, and Mexico. Internationally, it cooperates with organizations such as the International Energy Agency (IEA), the International Electrotechnical Commission (IEC), and electric reliability organizations in other jurisdictions. Through reliability standards, compliance monitoring, cybersecurity oversight, and technical coordination, NERC plays a central role in maintaining the reliability, resilience, and security of the North American bulk electric system.
