The International Association of Insurance Supervisors (IAIS) is an international standard-setting organization that develops principles, standards, and guidance for the supervision and regulation of the global insurance sector. Established in 1994, the IAIS is headquartered in Basel, Switzerland, and operates under the administrative support of the Bank for International Settlements (BIS). The association brings together insurance supervisors and regulators from more than 200 jurisdictions, representing the vast majority of the world's insurance premiums and policyholders. It serves as the principal international forum for cooperation among insurance regulatory authorities and contributes to the stability and resilience of the global insurance industry.

The IAIS seeks to promote effective and globally consistent supervision of insurance companies in order to protect policyholders, maintain fair and stable insurance markets, and support global financial stability. Its work encompasses a broad range of regulatory topics, including solvency requirements, capital adequacy, corporate governance, enterprise risk management, market conduct, consumer protection, climate-related financial risks, cybersecurity, digital innovation, and cross-border insurance supervision. The organization develops internationally recognized frameworks and best practices that assist national regulators in strengthening insurance oversight while encouraging regulatory convergence across jurisdictions.

Among the IAIS's most influential publications are the Insurance Core Principles (ICPs), which establish internationally accepted standards for insurance supervision, and the Common Framework for the Supervision of Internationally Active Insurance Groups (ComFrame), which provides a comprehensive supervisory framework for large multinational insurers. The IAIS has also developed the Insurance Capital Standard (ICS), a global risk-based capital framework intended to enhance the comparability and consistency of capital adequacy assessments for internationally active insurance groups. Although IAIS standards are not legally binding, they are widely adopted or incorporated into national regulatory systems and are used by international organizations in evaluating supervisory effectiveness.

The IAIS works closely with organizations including the Financial Stability Board (FSB), the International Monetary Fund (IMF), the World Bank, the Bank for International Settlements (BIS), the International Organization of Securities Commissions (IOSCO), and the Basel Committee on Banking Supervision (BCBS). Through policy development, supervisory cooperation, technical assistance, and global monitoring of insurance markets, the association plays a central role in strengthening the resilience, transparency, and effectiveness of insurance regulation while supporting the stability of the international financial system.
