Central Cyberspace Affairs Commission
- Central Cyberspace Affairs Commission
The Central Cyberspace Affairs Commission (CCAC; 中央网络安全和信息化委员会), also known as the Central Commission for Cybersecurity and Informatization, is a central policy coordination body of the Chinese Communist Party (CCP). It is responsible for coordinating policy on cybersecurity, internet governance, informatization and the development of China's digital sector. It operates under the Central Committee of the Chinese Communist Party.
The commission's administrative office is the Office of the Central Cyberspace Affairs Commission, which also operates under the name Cyberspace Administration of China (CAC) in its state-administration capacity.
History
The commission originated as the Central Leading Group for Cybersecurity and Informatization, established in 2014 to coordinate cybersecurity and information technology policy across Chinese government institutions.
In March 2018, as part of a broader restructuring of the Chinese Communist Party and state institutions, the leading group was upgraded to a central commission. The reform strengthened the institutional position of cybersecurity and informatization policy within the CCP's central decision-making structure.
The commission's establishment reflected the increasing importance of internet governance, digital infrastructure, information security and technological development in China's national policy framework.
Responsibilities
The commission coordinates policy concerning cybersecurity, informatization and the governance of cyberspace. Its responsibilities include:
- coordinating national cybersecurity policy;
- formulating and implementing policies concerning internet governance;
- overseeing strategic planning for informatization;
- coordinating the development of China's digital economy and information infrastructure;
- directing policy on online information management;
- coordinating cybersecurity initiatives across government departments;
- supporting the development and application of information technology; and
- coordinating China's participation in international cyberspace governance.
The commission provides a central mechanism for coordinating policy areas that involve multiple government departments and other institutions.
Organizational structure
The Central Cyberspace Affairs Commission operates under the Central Committee of the Chinese Communist Party. Its administrative and implementation functions are performed through the Office of the Central Cyberspace Affairs Commission.
The office also operates as the Cyberspace Administration of China, which carries out regulatory functions concerning internet information services, online content, data governance and aspects of cybersecurity.
The institutional relationship can be represented as:
The office's dual identity reflects the relationship between the Chinese Communist Party's policymaking structures and the corresponding state-administration functions.
Cybersecurity policy
The commission coordinates China's approach to cybersecurity as a component of national security and digital development. Its policy responsibilities encompass the protection of information infrastructure, cybersecurity planning and coordination among relevant institutions.
Cybersecurity policy in China also involves other authorities responsible for national security, telecommunications, public security, industrial development and data regulation.
A simplified policy relationship is:
Internet governance
The commission coordinates policy relating to the management and governance of China's internet environment. This includes online information management, the regulation of digital platforms and the implementation of policies concerning cyberspace security.
The Cyberspace Administration of China carries out many of the associated administrative and regulatory functions, including measures concerning online content, algorithmic recommendation services and internet information providers.
China's internet governance framework combines cybersecurity objectives, information-content regulation, digital development and state oversight of online services.
Informatization and digital development
Informatization refers to the integration and application of information technology across economic, administrative and social activities. The commission coordinates policies intended to support the development of China's information infrastructure and digital capabilities.
Relevant policy areas include:
- digital infrastructure;
- information technology adoption;
- digital public services;
- industrial digitalization;
- data governance;
- emerging technologies; and
- cybersecurity capabilities.
These policy areas connect the commission's cybersecurity responsibilities with China's wider digital development strategy.
International cyberspace governance
The commission forms part of China's institutional framework for developing and coordinating its positions on international cyberspace governance.
China's approach emphasizes national sovereignty in cyberspace, cybersecurity, the role of states in internet governance and international cooperation on information technology. These positions are relevant to international discussions concerning cross-border data flows, digital standards, internet regulation and cybersecurity.
Criticism and debate
The commission's policy responsibilities are associated with international debates about internet governance, information control and the balance between national security and individual rights.
Chinese authorities describe their approach to cyberspace governance in terms of cybersecurity, social stability, information security and orderly digital development. Critics of China's internet governance system argue that state oversight and content regulation restrict freedom of expression and access to information.
The commission's role is therefore relevant to discussions concerning the relationship between cybersecurity, state sovereignty, digital development and online civil liberties.
