European Union Agency for the Space Programme
The European Union Agency for the Space Programme (EUSPA) is a decentralised agency of the European Union responsible for operational aspects of the EU Space Programme, including satellite navigation services, space programme security, market development, and the promotion of space-based applications. Its activities support the use of European space infrastructure by public authorities, businesses, research institutions, and citizens.
EUSPA manages service provision for Galileo and the European Geostationary Navigation Overlay Service (EGNOS), promotes applications based on Galileo, EGNOS, and Copernicus, supports governmental satellite communications, and contributes to space surveillance and tracking services. It also performs security monitoring and coordinates security accreditation for components of the EU Space Programme.
The agency is headquartered in Prague, Czech Republic.
History
Predecessor organisations
The institutional origins of EUSPA lie in the development of the European Union's satellite navigation programmes. In May 2002, the Galileo Joint Undertaking was established to coordinate the development phase of the Galileo satellite navigation system.
The European GNSS Supervisory Authority was established on 12 July 2004. It subsequently became known as the European GNSS Agency (GSA). The GSA took over the tasks of the Galileo Joint Undertaking on 1 January 2007.
In 2010, the agency was restructured under Regulation (EU) No 912/2010 and continued its work on the development and operational deployment of European satellite navigation services.
Establishment of EUSPA
Regulation (EU) 2021/696 of the European Parliament and of the Council, adopted on 28 April 2021, established the EU Space Programme and expanded the mandate of the European GNSS Agency. The agency was renamed the European Union Agency for the Space Programme.
EUSPA was officially launched on 12 May 2021. Its responsibilities extended beyond satellite navigation to include additional elements of the EU Space Programme, such as the security accreditation of programme components, support for the commercial use of space-based data and services, and user-related aspects of governmental satellite communications.
Responsibilities
Satellite navigation
EUSPA manages the service provision of Galileo and EGNOS, two European satellite navigation systems.
Galileo is the European Union's global satellite navigation system, providing positioning, navigation, and timing services. EGNOS augments satellite navigation signals over its coverage area, improving positioning accuracy and providing integrity information for applications that require reliable navigation.
The agency supports service continuity, operational security, user access, and the development of applications that use these systems.
Earth observation and Copernicus
EUSPA promotes the commercial and practical use of data and services from the Copernicus Programme, the European Union's Earth observation programme. Copernicus combines satellite observations with in-situ measurements and other data to support environmental monitoring, climate analysis, emergency management, agriculture, and other applications.
EUSPA focuses on user uptake, market development, and downstream applications rather than serving as the sole operator of the Copernicus system.
Governmental satellite communications
The agency supports the implementation of the European Union Governmental Satellite Communications (GOVSATCOM) programme. GOVSATCOM is intended to provide secure and cost-effective satellite communications capabilities for authorised governmental users, including those involved in crisis management, border surveillance, maritime security, and the protection of critical infrastructure.
EUSPA coordinates user-related activities and contributes to the implementation and security of the programme.
Space surveillance and tracking
EUSPA operates the European Union Space Surveillance and Tracking (EU SST) Front Desk, which provides access to services related to the monitoring and tracking of objects in orbit around Earth.
Space surveillance and tracking activities help assess collision risks, identify potential threats from space objects, and support the safe and sustainable use of the space environment. The wider EU SST framework relies on a network of participating national capabilities and associated data-processing systems.
Security monitoring and accreditation
EUSPA is responsible for operational security functions relating to the EU Space Programme. It operates the Galileo Security Monitoring Centre (GSMC), which supports the monitoring of security threats affecting Galileo and other relevant programme components.
The EU Space Programme Security Accreditation Board is established within the agency. It acts as the security accreditation authority for the programme's components, assessing compliance with applicable security requirements.
Market development and innovation
EUSPA promotes the adoption of European space technologies and services by businesses, public authorities, and research organisations. Its activities include market intelligence, technical support, innovation programmes, and assistance for start-ups and small and medium-sized enterprises.
The agency supports the development of applications based on satellite navigation and Earth observation in areas such as transport, agriculture, energy, telecommunications, insurance, and environmental monitoring.
Organisation and governance
EUSPA is a decentralised agency of the European Union. Its mandate is established by EU legislation, particularly Regulation (EU) 2021/696.
The agency works with the European Commission, the European Parliament, EU member states, the European Space Agency (ESA), national authorities, research institutions, and private-sector organisations.
The European Commission retains responsibilities for the overall implementation and strategic direction of the EU Space Programme, while EUSPA performs operational, security, and market-related functions assigned to it under the applicable legal framework.
Headquarters and facilities
EUSPA is headquartered in Prague, Czech Republic. It also operates or supports specialised facilities associated with the provision and security of European space services, including the Galileo Security Monitoring Centre and the Galileo Service Centre.
Its activities are distributed across several European locations in coordination with national authorities and other programme partners.
EU Space Programme
EUSPA operates within the broader EU Space Programme, which integrates several major European space initiatives.
| Programme component | Main function |
|---|---|
| Galileo | Global satellite navigation, positioning and timing |
| EGNOS | Satellite navigation augmentation and integrity services |
| Copernicus | Earth observation and environmental monitoring |
| GOVSATCOM | Secure satellite communications for authorised governmental users |
| Space surveillance and tracking | Monitoring and tracking objects in orbit |
EUSPA's role differs from that of the European Space Agency. The European Space Agency is an independent intergovernmental organisation responsible for European cooperation in space research and development, whereas EUSPA is an EU agency with responsibilities defined by the EU Space Programme Regulation.
